The government of the future is a citizen-centric government. The One-stop approach is a quintessential expression of citizen centricity. Through these approaches, governments can provide citizens and businesses with the freedom of choice of the channel for mutual communication, interaction and transactions according to their preferences, capabilities and needs. In addition to Web access to government services, a number of countries have successfully utilized such channels, as one-stop citizen service centers, automated kiosks, call centers, mobile networks ("m-government"), digital TV ("t-government") to improve access to public services for all citizens.
This Global Dialogue seminar, initiated by the Moscow City Government is an integral part of the Single Window Conference taking place in Zelenograd district of Moscow on Sep 18-20, which will bring together some 300 government officials and other stakeholders from multiple Russian regions as well as the audiences in other transition and developing countries via videoconference and live webcast.
The seminar will enable the policy-makers on the federal and regional level in Russia and other countries to get a snapshot of international experience in order to develop their own single window and channel management strategies and consider launching pilot projects replicating the models that proved successful elsewhere in the world. This videoconference will focus specifically on citizen service centers as a most promising one-stop service delivery channel in countries with low Internet penetration. The seminar will analyze critical success factors, lessons learned and implementation challenges in citizen service center projects, demonstrate the role of ICT in these projects, and explore a symbiotic relationship between the citizen service centres and other service delivery channels such as Web portals, m-government, call centres, automated kiosks and t-government. Several case studies of citizen service center projects will be presented by the practitioners who were immediately involved in these projects.
