Background

Dr. David E. Martin is the Founder and Executive Chairman of M∙CAM Inc.  A leading advocate for global ethical finance, Dr. Martin has established the foundation for innovation accountability and finance in projects ranging from the creation of the Heritable Innovation Trusts for the promotion and protection of indigenous commons knowledge to sophisticated Sovereign Technology Credit Obligations for the optimal financial integration of innovation in Government Procurement.  His work has included direct involvement in over 100 countries at the public sector, private sector and academic levels.  In addition to his corporate work, he is also a Fellow of the Batten Institute at the University of Virginia’s Darden Graduate School of Business Administration.

Luiz Henrique da Silveira has been Governor of the State of Santa Catarina, Brazil, since 2003. He is a three-term mayor of Joinville, the largest city of Santa Catarina, and a five-term legislator in the federal House of Representatives. From 1987 to 1988, he served as minister of state for science and technology. In Brazil's Congress, he served on a number of key committees, including International Affairs and Science and Technology, and was also president and speaker of the largest Brazilian political party, the Brazilian Democratic Movement (PMDB). Long interested in the arts, he is responsible for the opening of the first and only ballet school of the Bolshoi Theatre outside Russia, in Joinville. He is also author of three books on law and one book of poetry. Silveira holds a law degree.

José Eduardo Azevedo Fiates was a key partner in securing Brazil’s donation to infoDev. He currently serves as the Business Superintendent of CERTI Foundation, a non-profit technology institute focused on the Information Technology Sector in Brazil, and is also the Executive Director of the country’s largest technology based business incubator, CELTA, in Florianópolis, Brazil. He was also recently appointed President of the International Association of Science Parks (IASP) for Latin America. His main areas of expertise are Strategic Management for Technology Based Companies, Venture Capital for start-ups and Innovation Management. He has completed many International Executive Courses in Strategic Management, Innovation Management and Marketing both in the United States and Europe (Stanford University, Kellogg School of Business, Queen’s University, etc).  He received a Mechanical Engineering degree and Masters in Business Administration from the Federal University of Santa Catarina (UFSC) in 1992 and a Masters in Science and Innovation Management also from UFSC in 1994.

Professor Guilherme Ary Plonski is the President of the Brazilian Association of Science Parks and Business Incubators (Anprotec) and he leads the Center for Technology Policy and Management (PGT) at University of São Paulo (USP), in both the Engineering School (Poli) and the Business School (FEA). He is a member of the board of several major institutions, including the Brazilian Industrial Development Agency (ABDI), the Brazilian Service of Support for Micro and Small Enterprises (Sebrae), the Center for Management and Strategic Studies (CGEE) and the Israel Institute of Technology (Technion). Prof. Plonski was the CEO of the State of São Paulo Technological Research Institute (IPT) from 2001-2006.
