This study, commissioned in the Spring of 2004 by the European Commission but designed to provide guidance to all infoDev donors and other stakeholders, provided a detailed needs assessment of where the key gaps are in current ICT for development donor programs for the ACP countries, along with recommendations for how those crucial gaps could best be filled.
