infoDev Telecommunications Regulatory Authority of India Workshop

The Workshop on Convergence, Internet Telephony and Regulatory Issues on March 10, 2005, in New Delhi, India brought together more than 75 policy-makers, key stakeholders, and international experts.

The workshop on Convergence, Internet Telephony and Regulatory Issues brought together policy-makers, key stakeholders, and international experts, and included representatives from the Telecom Regulatory Authority of India (TRAI), Telecom Dispute Settlement and Appellate Tribunal (TDSAT), the Department of Telecommunications (DOT). The workshop was held on March 10th, 2005 at the Hyatt Regency in New Delhi. The workshop was successful in highlighting the main issues facing by TRAI on VoIP. The discussions, along with presentations, provided a global perspective, and highlighted some of the ways in which these issues could be addressed.

The sessions included:

  • An overview of technical and regulatory issues facing India
  • General overview of developments in VoIP technologies, and commercial, technical, and regulatory implications for the sector
  • Interconnection between VoIP and legacy networks. Routing and interconnection pricing: international experience, and best practice
  • Regulatory treatment of VoIP service providers within the Indian market structure. Implications for ensuring a level playing field with easy entry and exit, and India’s Access Deficit Charge (ADC) regime. Issues, international experience and best practice recommendations.
  • Network resource management and monitoring aspects. Experience and practice on numbering and IP resources, and network monitoring

infoDev's new strategy is designed to strengthen the linkages between pilot projects, evidence, analysis and action in harnessing ICTs for development. The principal focus of infoDev's activities in 2004-2005 is on how ICTs can substantially advance progress toward the Millennium Development Goals (MDGs). infoDev has launched an intensive program of support for research, analysis, and evaluation, impact monitoring, and toolkit development focused on distilling the lessons of experience from the past ten years on the impact of ICT on poverty, with a particular focus on mainstreaming and scaling up successful ICT approaches and applications.
