Timor-Leste is a small country located between two large neighbors, Australia and Indonesia. It is one of the 48 least developed countries(LDCs) in the world, as well as one of 52 small-island developing states (SIDS) ?two factors that make it vulnerable in a number of ways. Its vulnerability is enhanced by the legacy of recent conflict, which destroyed much of the economic infrastructure and also left deep scars in the collective psyche of the people. The country has seen considerable rebuilding during the past decade, thanks to sound policy choices made by the government and substantial development assistance provided by bilateral and multilateral aid donors. Although the post-conflict recovery is a long-term and multi-faceted process, this report focuses on one specific area: the role of ICTs.
