The session moderated by Ms. D'Costa resulted in a lively debate on the best practice guidelines, designed to encourage regulatory frameworks that foster innovation, investment and afforadable access to Next-Generation Networks. These best practice guidelines underscore the importance of the need for principles of a clear and transparent regulatory process, including the adoption of rules based on a coherent, competitive and technology-neutral approach to regulating the converged ICT sector.

The ICT Regulation Toolkit was also discussed by many participants as one of the most valuable resources for both regulators and policy makers alike. The infoDev/ITU partnership on this activity continues to add value by being responsive to regulatory needs in the sector.
