ICT Regulation Toolkit Authorization and Licensing Module launched

In partnership with ITU, infoDev is pleased to announce the launch of the "Authorization and Licensing module," the first of seven modules which will constitute the ICT Regulation Toolkit.

Most countries have established or are in the process of establishing regulatory authorities to implement competition-centered policies on ICT reform and ICT infrastructure development. In an effort to provide regulators with knowledge and information they need to make informed decisions, infoDev and the ITU are developing an ICT Regulation Toolkit. The ICT Regulation Toolkit builds on infoDev’s earlier Telecommunications Regulator’s Handbook. The ICT Regulation Toolkit is a web-based tool, which will include several modules, beginning with “Authorization and Licensing.”

Other modules to be completed by the end of 2005 include:

(a) Overview on Regulation

(b) Radio Spectrum Management

(c) Universal Service

(d) Legal and Institutional Aspects of Regulation

(e) New Technologies and Their Impact on Regulation

(f) Interconnection, Price Regulation, and Competition

Other modules are also being considered. For example, ICT related taxation issues. The ICT Regulation Toolkit will be continuously updated and strengthened by the inputs from its users: regulators, operators, policy makers, sector experts, and the general public. We aim to ensure the latest on regulation strategies, best practices, and case studies is available.
