infoDev is currently accepting applications for a Senior Program Officer to join infoDev's team in Washington D.C. 

The Senior ICT Program Officer will be responsible for the strategic development and implementation of infoDev’s “Access for All to ICT” theme. Reporting directly to the Program Manager, his/her duties and responsibilities will include to:
 
• Provide intellectual guidance and Task Team Leadership for the development of infoDev’s overall work program under the “Access for All to ICT” theme on a range of ICT policy and regulatory issues, including promoting fair competition, licensing, interconnection, economic and technical regulation, legal and institutional policy frameworks for ICT, convergence and next generation networks/ services/technologies, regulatory dispute resolution mechanisms, management of scarce resources such as numbers and spectrum, public-private partnership models for enhancing access to ICTs, effective strategies for and trends in infrastructure development (including broadband networks), universal access policies and regimes, trends in ICT end user devices/services from the perspective of pricing, affordability, coverage and technologies used and the development of Internet infrastructure and content in developing countries;

• Advance infoDev’s research and analytical agenda on “Access for All to ICT” issues by researching, analyzing and proposing cutting-edge new areas of work;

• Actively initiate and oversee the development of strong partnerships for infoDev with other organizations and entities involved in ICT access, policy and regulatory issues; design and implement collaborative activities with these partners;

• Cultivate strong relationships and broker policy dialogue on behalf of infoDev with senior officials from national regulatory or policy agencies in both developed and developing countries, international and regional regulatory associations, regulatory practitioners, infoDev donors, international development organizations, the research community, the private sector and other World Bank sectors (such as energy, water, transport, financial services, and private sector advisory services) on issues relating to the “Access for All to ICT” theme; organize, facilitate and participate in international policy and regulatory projects or activities on behalf of infoDev ;

• Conceptualise, plan and launch a two-year Internet Development Initiative for infoDev in partnership with key organizations, countries and communities in the Internet space to enhance access to Internet infrastructure and services, increase the development and availability of relevant multi-lingual content for developing countries and ensure the affordable use of the Internet in developing countries;

• In collaboration with CITPO and other partners, donors and stakeholders, undertake a work program for infoDev on ICT infrastructure development, in particular, strategies to enhance broadband access and use;

• Oversee the development and implementation of a two-year Global Capacity Building Initiative for Regulators in collaboration with CITPO, the ITU and other partners;

• Develop a well-defined and articulated shared work agenda with CITPO on issues on policy and regulatory issues under the “Access for All to ICT” theme and oversee its implementation and management;

• Advise GICT on strategic long-range policy issues and priorities relating to the “Access for All to ICT” theme in order to optimize development impact, working collegially in teams with other GICT practice leaders and senior staff. Advise other parts of the GICT team, namely, CITPO and the IFC investment divisions, on ICT policy and regulatory issues;

• Assure the quality, intellectual rigor and development impact of infoDev’s knowledge products, research reports and analytical studies under the “Access for All to ICT” theme by implementing field activities, consultation meetings and peer review mechanisms with key experts, practitioners and stakeholders to meticulously test the conclusions and recommendations contained therein;

• With the guidance of the Program Manager, substantively prepare material on the “Access for All to ICT” theme for donor consultation sessions, information and awareness-raising forums and other meetings of infoDev’s communities of practice which involve donors, partners and other key stakeholders ;

• Where appropriate, participate as an ICT policy and regulatory expert in World Bank project teams and international policy and regulatory events, projects and forums;

• Continually monitor, evaluate and assess the quality and development impact of infoDev’s work in the “Access for All to ICT” theme for developing countries and report on this to the Program Manager and to infoDev’s donors.
