Summary

The workshop on Convergence, Internet Telephony and Regulatory Issues brought together policymakers, key stakeholders, and international experts. The workshop included representatives from the Telecommunications Regulatory Authority of India (TRAI), Telecommunications Dispute Settlement and Appellate Tribunal (TDSAT), and the Government of India's Department of Telecommunications (DOT). The workshop was held March 10, 2005 at the Hyatt Regency, New Delhi, India.

Background

The sessions covered:

  • Overview of technical and regulatory issues facing India at present
  • Oerview of developments in VoIP technologies, including commercial, technical, and regulatory implications for the sector
  • Interconnection between VoIP and legacy networks: Routing and interconnection pricing. International experience and best practice
  • Regulatory treatment of VoIP service providers, Indian market structure, and implications for creating a level playing field, and India’s Access Deficit Charge (ADC) Regime.
  • Network resource management and monitoring aspects: experience and practice on Numbering and IP resources and network monitoring
