Needs Assessment and Feasibility Study for a European Commission ICT Program

Summary
This study, commissioned in the Spring of 2004 by the European Commission, but designed to provide guidance to all infoDev donors and other stakeholders, provided a detailed needs assessment of where the key gaps are in current ICT for development donor programs for the ACP countries, along with recommendations for how those crucial gaps could best be filled.
Background
The study was based on extensive interviews with a wide range of policymakers and other key stakeholders, including the private sector and civil society, in all ACP regions. The resulting region by region reports provide a detailed analysis of the areas of greatest need for further donor support for ICT for development programs both in core development sectors (education, health, rural development) and in ICT policy, regulation and investment. The study is up to date as of 2004.
