This report arose from a desire on the part of several infoDev donors for a comprehensive overview of the current state of, and need for, capacity-building programs for ICT policy and regulation in Africa, the Caribbean and the Pacific. Many bilateral and international institutions have active programs of support for policy and regulatory capacity building in these regions; yet there is a growing sense that these efforts are not well coordinated and that not enough is known about their impact on policy and regulation, and their sustainability.
