infoDev, a unit within the World Bank's Financial and Private Sector Development Vice Presidency, Innovation, Technology and Entrepreneurship Practice, in partnership with the MENA region unit dealing with finance and private sector issues (MNSFP), is seeking expressions of interest from qualified teams interested in sponsoring a facility ("ESIF Financing Facility" or "Facility" or "FF") that would co-invest in equity or quasi-equity securities of seed and early stage private sector firms in a set of emerging market countries. This set of countries could eventually include all World Bank member countries with the initial focus being the Middle East and North Africa, specifically Egypt, Lebanon, Jordan, Morocco, Tunisia, and Saudi Arabia. The target majority investor base for the facility would be donors and IFIs. A small private sector component is also expected. This REOI seeks to identify a suitable Facility Manager to structure and manage the Financing Facility while working closely with the World Bank-managed ESIF Technical Assistance Facility ("TA"). The term "Facility Manager" includes any parent company or affiliated service provider to the Facility Manager or the Facility. The content and documentation contained within this REOI presents an outline of the background and infoDev/MNSFP's principal objectives for the Facility for responding Facility Managers. The ultimate success of the Facility will require the independent alignment of interests between the Facility Manager and its stakeholders, including the World Bank, as well as the appropriate design and structuring of the Facility. As an anchor stakeholder in the Fund, infoDev/MNSFP expects to engage intensively with the Facility Manager before the Facility is launched.
